feat(orgx): align managed agent tool contracts

Summary

• align managed OrgX agent tool contracts across MCP tools, HTTP routes, client helpers, and outbox replay
• add durable artifact proof-source validation and dashboard artifact opening behavior for durable links/paths
• expand initiative CLI support for list/show/update paths
• tighten OrgX skill surface docs and add compatibility/regression coverage
