TODOs: Stop contacting cloud at the start

Follows up #1318

When we move to the cloud system that @caprita is working on, we'll no longer need the app itself to talk to the cloud to prepare its app-db.

The current reasons we have to do it this way are:

• the cloud's blessing doesn't have the correct app portion, and there's no easy way to get an app-type blessing without being inside an app
• the clouds thus far have been manually created without any additional initialization steps.
