Remove debug os.sys.exit(1) from SCITT link

Removes a premature process exit so the SCITT link can complete and return normally.

• Deletes debug os.sys.exit(1) in server/links/scitt/__init__.py, allowing run(...) to return vcon_uuid after logging operation_id
