We now initialize the dataDir as in the world start callback, which helps with ensuring that the CLI/web UI detect and notice the dataDir and don't throw weird errors if you haven't run any workflows yet.
Separately, this adds a forward compat layer, which looks like this:
deploymentId is now set to package version + prefix
package version is set in dataDir/version.txt on start
version.txt is checked on start, and compared to current package version, which allows running version-specific migration scripts
If we ship world changes, we can now upgrade data inplace based on version, or throw an error telling users to change their data
This is separate from the versioning spec. I'm using it in the deploymentId for now mostly so we can upgrade data by the package version they were created with, if ever necessary.
