Check account removal policy

Accounts are currently removed:
- on request
- if the email address is no longer valide (VIP emails cannot reach the recipient)
 
We should also envisage removing accounts after a given delay of inactivity (e.g., 2 years). A warning could be sent to the concerned users one month in advance. Account terms of use/policy should be updated accordingly
