Add e2e test for `tanzu apps workload tail` command

Description of problem

• Add multiple pods with label carto.run/workload-name: workload_name that spits out some logs regularly
• e2e test
  - create a workload
  - execute tanzu tail command a
  - verify the logs are coming through regularly
