thanks to @dkwo for getting this started, I've made a few simplifications and fixes:

• fully and properly remove php8.0 and related
• don't create 1.1 compat packages (this may have made sense at the beginning of the year but now the EOL is looming)
• revbump all dependants and include fixes if necessary

Testing the changes

• I tested the changes in this PR: IN PROGRESS - currently running rebuilds, to mostly great success
• rebuilds:

  • i686
  • aarch64
  • aarch64-musl
  • armv7l
  • armv7l-musl
  • armv6l

This looks good, thanks. It appears I overlooked AusweisApp2, git-series, python3-etebase, tmplgen (the first can be updated separately), while the rest is unrealted to openssl3, i.e. alpine, ejabberd, elinks, ettercap, getdns also fail on master.
