[CRITICAL] Applied users can view problems before contest started

Need to restrict view problems of the contest before it started for everyone. Keep access to problem for admins from hub only

Current behaviour

• users can not see problems before being applied (via direct url)
• users CAN get access to problem before contest starts via direct url after being applied (CRITICAL BUG)
