Refresh the subscribe view with a hero, monthly/annual pill, side-by-side plan cards, and per-plan feature lists. Add a Subscriptions list item to the user menu so the dialog is reachable from the avatar drawer. Up Next list moves out of the deleted VoSubscriptionPerks into the subscribe view.
