Implement Lindh-Malmqvist-Gagliardi radial quadrature

Lindh, Malmqvist and Gagliardi describe a radial quadrature rule for Gaussian basis sets in Theor. Chem. Acc. 106, 178 (2001). This would be nice to have as well.
