What changed?
This PR primarily addresses some clean-up areas and fixes resulting from a recent rework of the Install WGE guide and addition of docs related to Azure. It completes removal of the "Access Configuration" folder, the contents of which are now folded into the Install guide. It also removes one "Guide" deemed low-value and incomplete, and another "Guide" that's also folded into the main Install WGE guide. Finally, it adds some minor guidance info to the website Readme.
Why was this change made?
To store all install-related info and steps in a single place; to fix broken links and tags.
