What changed?
Redo of #4270 (reverted in #4279)
Had to fix imports in mdx, toc, escape {}, and links between mdx as well, which are not required when running in dev mode.
Also fixed links anchors for everything except the api refs with the form
#templates.weave.works/v1alpha1.GitOpsSet.Why was this change made?
