What changed?
Also removing the version specifier for Ginkgo in the Makefile. As described in https://onsi.github.io/ginkgo/#installing-ginkgo, this specifier should not be required if installing Ginkgo from within our main Go module.
Why was this change made?
Will allow future upgrades of Ginkgo by just merging Depedanbot PRs like #4342.
