Remove Docker caching parcel files.
Why was this change made?
Our attempt to cut a release was failing on something which seems related to this: https://github.com/weaveworks/weave-gitops/actions/runs/12977927908/job/36192352559. I think we should remove this optimization to hopefully make it work.
