Overview

Upgrade MFE to be OpenEDX Redwood compatible.
Followed steps from docs/how_tos/updating-to-a-new-openedx-version.md, and using frontend-app-learning updated per docs/how_tos/releasing-changes-to-frontend-app-learning-lib.md.

Changes

• Updated versions of packages to match updates in frontend-app-learning:
  • (frontend-app-learning, frontend-component-footer, frontend-component-header, frontend-platform, paragon, frontend-build)
• Updated alias and reference for paragon moving from @edx/paragon to @openedx/paragon
• Added a new alias from frontend-app-learning for @src, to resolve its modules from openedx-mfe-learning
• Updated selector for #courseware-sequenceNavigation as it changed to #courseware-sequence-navigation
• Updated selectors for header and footer as now they aren't direct children of the #root element
• Added newly required isOverflowVisible to ResourceLinkGenerator for paragon upgrade
• Added specialExamsReducer to redux store
• Update references to tutor 18 for Redwood
