Context wide values.yaml files for general blueprint configuration #1590
Description
When a values.yaml file is present in contexts/<context>/values.yaml, these values should be included on the context that is processed by the template mechanism.
A contexts/_template/values.yaml file should permit configuring base values that are always applied, and which are overridden by the user values.yaml. This file should also be included as part of the blueprint artifact.
