The `windsor env` command will now list managed environment variables and their values. It will also list redacted secrets. The corresponding `export` or equivalent is not included in `windsor env` unless `--hook` is passed. This change improves debuggability and makes it simpler to programmatically parse variables by other programs. Some cleanup of unused helpers in windows shell tests.
