The schema validator will now be associated with the config handler vs. the blueprint handler. This prepares us for consolidating all context configuration underneath the config handler mechanism.

The schema validator will now be associated with the config handler vs. the blueprint handler. This prepares us for consolidating all context configuration underneath the config handler mechanism.
Also some cleanup, in particular moving the duplicated mock config handler out of the blueprint handler tests.
