Both `windsor push` and `windsor bundle` now leverage a consolidated artifact package. This PR dropped the excessive "Bundler" construct and merged the relatively simple functionality in to the flattened artifact construct. Simplifies the command interface, and executes it in a runtime pipeline as `ProcessArtifact`. Signed-off-by: Ryan VanGundy <85766511+rmvangun@users.noreply.github.com>
