Organizes several system level components underneath "context". In the future, `pkg/context` will be renamed `pkg/runtime`. The purpose of this is to provide general runtime functionality underneath a common facade. Signed-off-by: Ryan VanGundy <85766511+rmvangun@users.noreply.github.com>
