Both `.terraform` and `.tfstate` folders do not need to be located in the user contexts folder. These are fully managed, generated folders so can go under the `.windsor` scratch folder. Signed-off-by: Ryan VanGundy <85766511+rmvangun@users.noreply.github.com>
