When localstack is enabled locally, it's necessary to provide a special configuration for the AWS provider such that endpoints for various AWS services are configured to point to localstack. This PR introduces this feature in the same manner as the existing
backend_override.tfapproach. Now, aprovider_override.tfalso gets generated if localstack is enabled.
