Enforces the use of AD RBAC for k8s api connectivity. Automatically sets the active terraform identity as an administrator. Allows for restricting to specific IPs for further restriction. Signed-off-by: Ryan VanGundy <85766511+rmvangun@users.noreply.github.com>
