Removes the OS-specific shell commands that were previously used for checking node health. Now leverages windsor's in-built health check functionality to determine the health of each node sequentially. Also uses a `parallelism` of 1 to build talos nodes sequentially.

Replaces OS-specific health check scripts with a single
windsor check node-healthcommand. Checks node health individually for each Talos node. Sets parallelism to 1 to launch nodes sequentially.
