This change allows for the pure java implementation to be disabled, and for an exception to be thrown when the native java implementation can not be loaded. This is not the most robust implementation as it would result in the Snappy class to not be able to be loaded at all, but let me know if something better is required or if it would be preferred to be able to check which implementation was loaded rather than having the error occur.
