Add GetNewestGroupMessage API and include IsCommit on mls.api.v1.GroupMessage_V1 while updating release and cask configs to retain artifacts for 7 days

Introduce a new GET endpoint and proto method for newest group messages and add a commit flag to group messages, with minor build config adjustments.

• Add GetNewestGroupMessage to gRPC, grpc-gateway, and OpenAPI with GET /mls/v1/get-newest-group-message and query groupIds, includeContent in mls.pb.gw.go, mls_grpc.pb.go, and mls.swagger.json
• Add IsCommit to mls.api.v1.GroupMessage_V1 in mls.pb.go
• Adjust GoReleaser templates and Homebrew cask binaries array in .goreleaser.yaml; keep artifact retention at 7 days in release-goreleaser.yaml
