How to use the Graphite Merge Queue

Pass a RowLimit equal to numRows to queries.SelectGatewayEnvelopes in pkg/api/message/subscribe_worker.go to limit fetched envelopes per call

Update startSubscribeWorker to include RowLimit: numRows when calling queries.SelectGatewayEnvelopes and expand the error log to include lastSeen. Changes are in subscribe_worker.go.
