13-15: Good addition of version 0.3.0 for upgrade testing

This change enables the TestUpgradeToLatest function to test upgrading from version 0.3.0 to the development version, which aligns with the PR objective. Previously, with an empty version slice, the test loop wouldn't execute any actual upgrade tests.

This extension of test coverage will help ensure compatibility when users upgrade from version 0.3.0 to newer versions.
