Remove event backup functionality and welcome wrapper algorithm fields from protocol buffer definitions

• Removes event backup functionality from device sync protocol buffers by deleting the BACKUP_ELEMENT_SELECTION_EVENT enum value, BackupElement_Event struct, and associated methods in device_sync.pb.go
• Deletes the entire event_backup.pb.go file containing EventSave message and EventLevelSave enum definitions
• Removes WrapperAlgorithm fields and getter methods from WelcomeMessage_V1 and WelcomeMessageInput_V1 structs in mls.pb.go
• Removes WelcomeWrapperAlgorithm field from PostCommitAction_Installation struct in intents.pb.go
• Updates OpenAPI documentation to remove message_contentsWelcomeWrapperAlgorithm definitions from mls.swagger.json and payer_api.swagger.json
