Skip TestCanGenerateAndAttestReport test in pkg/payerreport/workers integration tests until a fix is found for flakiness issue

Adds a t.Skip() call at the beginning of the TestCanGenerateAndAttestReport function in pkg/payerreport/workers/integration_test.go with a comment referencing GitHub issue #913 to prevent the flaky test from executing during test runs.
