Amputating a synthetic head and reattaching it makes the head uninteractable

Short Description

Head becomes uninteractable after amputation surgery.

Reproduction

After amputating a synthetic's head via surgery, start the reattach head surgery, then jam the head back in similar to an IPC, afterwards head becomes uninteractable without finishing the surgery (which isn't possible because it requires the head that you put back in already).

After further testing, technically it can be remedied by using a cyborg head, but that creates even more issues if you amputate their head again, where if you remove the head, it will remain there (since they have two now, the cyborg and synthetic ones).
