Adds a new type of antagonist: an Eldritch Horror.
It was described in-depth in #11366, so check it out if you don't know what this PR is about.
This time, i've trimmed all the reported bugs, added some minor QoL changes, and it seems like the thing is ready for server.
I have also added a protect an antag objective for an event-spawned horror, mostly experimentally.
