[AI] Network Admin + CPU/RAM Expansion

As of now this just renames the Sig Tech, see todo list below
Sig Tech now works with the AI to upgrade it is the summary really.

• Add the network admin job
• See what needs changing with the network admin (Potentially access on other maps, plus their office)
• Turn the Sig Tech office into a proper network admin workshop
• Add specialized machinery to network admin workshop to be able to create CPUs and RAMs
• Add the overclocking console in the Sig Techs office
• Add tier 2 and 3 cards, with additional requirements (Apart from just more resources)
• Tweak heat and power usage (They're on the low side)
• Block weird gases from being used to cool (Water vapor and similar)
