No more free silicon repairs

Document the changes in your pull request

Originally they simply set all people inside the machine to Occupant, without checking at all if they were a carbon, despite that being the intention. This let you heal silicons if an iscarbon would fail. This change fixes this.

Can't we at least keep the simple mobs? I understand the silicons ofc, but it was a nice way to heal the sentient folk

It'd be very difficult to make an exception for that; I can look into it, but for now I think it's important to stop medbay from totally replacing the need for roboticists
