I would also like to add that the status quo creates an over-reliance on a tool that can be rendered completely useless by anyone that's prepared for it. With this PR it would still be a very useful tool that could easily be followed up by pretty much any baton or weapon you can think of, but not something that can end a fight all by itself. Not that it even makes sense that looking at a bright light paralyzes you anyway. |

the issue is not flashes, the issue is handcuffs. stuns work fine on league of legends because I don't get handcuffed after the fact |

Flashes will remain useful, disarms and slows are very powerful and blinding someone means that A. they can't pick up the weapons they dropped and B. they can't fight back
With this, it will just no longer be a one click win and as a result officers will have to use their (actually balanced) batons to arrest
Clicking someone once and their game being over immediately is not healthy for the game
Also, no, "chain stuns" are not the problem. 8-12 seconds is PLENTY time to end your game.
