The laws you see when you examine a MMI now transfer to Cyborgs. No impact if they are connected to an AI with lawsync (since their laws will be overridden by the AI).
Autodocs some variables related to MMIs.
Why is this good for the game?
This removes the inconsistency about how MMI laws can only be transferred to AIs and not cyborgs. There was no specified reason for why cyborgs are an exception in #12919.
In addition, this removes confusion since there is no warning in-game on why MMI laws don't work on Cyborgs; yet, still allows for Cyborg's laws to be changed if you manually use a law board on their open cover.
