Document the changes in your pull request

The laws you see when you examine a MMI now transfer to Cyborgs. No impact if they are connected to an AI with lawsync (since their laws will be overridden by the AI).

Autodocs some variables related to MMIs.

Why is this good for the game?

This removes the inconsistency about how MMI laws can only be transferred to AIs and not cyborgs. There was no specified reason for why cyborgs are an exception in #12919.

In addition, this removes confusion since there is no warning in-game on why MMI laws don't work on Cyborgs; yet, still allows for Cyborg's laws to be changed if you manually use a law board on their open cover.

Changelog

🆑
tweak: The laws on a MMI can now transfer to Cyborgs instead of always giving them a randomized safe/standard lawset.

I can see some issues related to making it way way way way way easier to powergame by having complete control over the borg laws, I'll leave it to balance council.

You can already subvert cyborgs by doing this in order:

  • Create an active cyborg with no master AI. Alternatively, lawsync off with connected AI.
  • Open their cover.
  • Apply law modules of your choice.
  • Now you have a cyborg with custom laws.

Any cyborg worth their salt has to resist these changes. Again, seems like it makes it wayyyy easier

Balance Council:

too easy to abuse, if you're wanting the syndicate mmi to transfer laws, make that one exempt

Bit late to complain but you can just multitool the borg to unsync it from AI and keep it locked when made once you made the changes you just pulse the wire to unlock it you can also chain flash it mid changes
