Reverts #11994 - JamieD1's "nerf" for Sheltered.

Why is this good for the game?

It's not really used often, and it's meant to be, uh, immersive... with your lack of understanding the anything. That being said, it can be countered generally by being alone. Or not using speech very often. And with how every race now has their own language, this shouldn't be that much of a problem.
(well, okay, if you don't speak galactic common people ignore you, but that's more of a player problem rather than a code problem. Original point will stand otherwise.)

Sheltered being the way it is makes it a viable choice, and it's possible to understand a language but not be able to speak it. I can understand portions of spanish but if I try to speak it I end up violently thrashing the language.

If we were to do this I'd like a mute quirk first with the current amount of points sheltered has, and for sheltered to be worth more points.

Sorry, not... totally sure how to mess with that, is it just more reversion on that end? It's her first PR, so Momma Dragon doesn't totally know what she's doing.

Technically, Mime exists for the Mute quirk, but otherwise... well, she's not totally sure how to make a quirk, proper. Or at least, how to add a specific permanent trauma to induce muteness, if that's what you want?

"Metagroup"? The problem with Sheltered only really starts because nobody actually interacts with non-GC speakers in the Common channel, outright ignoring them even if they can be understood by their fellow members of their race.

It only really works as an RP trait overall, and even then, it's threatening to take if and when you don't understand GC, or at least, when it was in its old state - meanwhile, in its current state, it's not sheltered. It's... sheltered-but-I-don't-want-to-speak-your-language,-I-just-want-to-listen-to-it.

So now you still have the problem where you get ignored and you have the problem where you get absolutely melted because nobody comes to your aid. Because nobody, not even your fellow lobsterback speaking humans, come to your aid when a nukie comes and Plasmafist Martial Arts you to hell and back, and takes the nuke disk off of you. With no resistance.
And you weren't even the captain or a seccie, you were a guy entrusted with it, and everyone was specifically told to keep you and the disk safe. Now everyone's mad at you because you didn't tell them (the humans) "help, I'm being killed at evac by a nukie," despite having said so. In English.
