Document the changes in your pull request

The lag switch was added as part of #21221, but hasn't been touched since, meaning that it didn't do much since barely anyone knew that it existed (apart from those who see it while it's init'ing and think that it causes lag). Therefore, I went and made it work like it was intended to do, mostly.

  • Makes the lag switch subsystem do something, rather than doing one thing to parallax.
  • Moved the lag switch file to the subsystems folder.
  • Added an admin verb for toggling the lag switch measures (requires +SERVER).

Why is this good for the game?

The admin verb is self-explanatory, no one wants to proc call a subsystem.
