Add implementation for withdrawAndCall PTB in ZetaClient

Followup of #3740

Add the implementation allowing to do the withdrawAndCall PTB

Must:

• Parse the payload to prepare argument
• Create PTB
• Send tx
• If fail, increase the nonce as per Add support for Sui rejected withdrawals #3606
