Create a ZetaClient upgrade tests #4261
Description
We currently have multiple upgrade tests in our CI. These tests simultaneously upgrade the blockchain from older version along with ZetaClient.
To better tests workflow of ZetaClient releases, we should include new ZetaClient upgrade tests where specifically only a ZetaClient version is upgraded. This test will also be much faster than the regular upgrade tests.
The tests will also need to allow protocol contracts upgrade on connected chains since connected chains protocol contracts upgrade can be part of the ZetaClient release and upgrade process.
