This is the most recent version, released in December 2024. https://uefi.org/specs/UEFI/2.11/
Work towards #2101.
The UEFI spec only does this because C doesn't have namespaces, we don't have that problem. Most type names were already omitting the prefix.

Tested locally against the Kiesel UEFI build, unsure if everything builds though (ref #22809).
