[Feature Request]: Add PIP deployment to NIC deployment (if agreed upon)

Description

Once PR #1400 is merged we will have NIC module that is based on the implementation the nested implementation in the VM module.

One thing the VM module also does is to accept a ipConfigurationArray parameter to optionally deploy n public IPs as part of the deployment.

We should decide whether we want that deployment in the NIC module to, and if so, add it.
