[Feature Request]: Create solutions module and cross reference in workspace and automation account

Description

Currently Microsoft.OperationsManagement/solutions is still a nested resource referenced from the .bicep folder in both Microsoft.Automation\automationAccounts and Microsoft.OperationalInsights\workspaces modules.

• Create new module and testing pipeline
• Convert nested resource to the latest cross referencing approach
