[Modules] Create solutions module and cross reference in workspace and automation account

Description

Closes #1495

• New module for Microsoft.OperationsManagement/solutions
• New law in dependencies pipeline to be referenced
• Adding new module pipelines for both ADO and GH
• Cross referencing the new module from Microsoft.OperationalInsights/workspaces and Microsoft.Automation/automationAccounts modules
• Removing nested modules
