how come the autoscaler version for 1.11 (1.3.4) is greater than the one for 1.12 (1.3.3)?

I think we've failed to update it in the past. I'm just going off the updated versions in the release notes. For 1.12.3 the component version is actually bumped to v1.12.1 now, see #57.
