Refactor `azdev perf load-times` to not tie specific thresholds to specific modules.

We reran the builds for PRs that had previously passed and they failed as well. This suggests either a change in the CI itself or a change to a third-party dependency.
Since I observe this on my local machine as well, I suspect a dependency rather than CI.

It seems the ones that passed before still pass but the ones that failed before still give high numbers for sql.

If it were a dependency, it would need to be something that updated recently or wasn't used before. msrestazure was updated yesterday (but shouldn't be import anyways) and cmarkgfm is newly used. One of those might be the issue?

Where is cmarkgfm used?

I don't see it used anywhere specifically in the CLI. Perhaps another dependency took a dependency on it?
