ci(openai, langchain, llmobs): fix broken tests

What does this PR do?

A new release of openai broke our tests that either test openai embeddings or use the library (in langchain's case). This is because they use base64 as a default encoding. This does not change our tracing functionality at all, but because we stub out responses, we need to make sure they're compatible with the decoding format in the openai library.
