ci(langchain, llmobs): restore embeddings tests with fixtures

What does this PR do?

Restores skipped embedding tests in #5507 with fixtures instead. OpenAI changed their default embeddings encoding to base64 from float. While in the openai SDK you can directly override this, in @langchain/openai this is not possible. Instead, we use a fixture of base64-encoded embeddings. While not ideal, I don't think there's another way to stub this out. For older versions, we do a method similar to before.

Motivation

Re-enable tests previously skipped.
