Bringing in code from PR #100
This PR does the following
Changed glc->ocn to be glc->rof fields
Fogg_rofi -> Fgrg_rofi
Fogg_rofl -> Fgrg_rofl
This PR also depends on Implementation of glc->ocn coupling via going through mosart CMEPS#463
Incorporate capability of receiving multi level ocean data from mediator
removed MCT
Also updates externals to all work with git-fleximod and support the changes here.
