Action Performed:

Prerequisite: Account has at least one workspace available.

1. Open the Expensify app.
2. Open any room conversation or create one if necessary.
3. Mention two different users.
4. Note that whisper message with options appears below mentions.
5. Tap on "Invite to submit expenses"
6. Navigate to workspaces and open the workspace where the room belongs.
7. Tap on "Members"
8. Note that only one of the members was invited to workpace.
9. Return to room conversation.
10. Note that whisper message reappears.

Expected Result:

When inviting two different users to submit expenses via whisper, both of them should automatically appear on members list on workspace.

Actual Result:

When inviting two different users to submit expenses via whisper, only one of them appears on members list on workspace. The remaining user is not invited to workspace.
Also, after inviting members to submit expenses and reopening chat, whisper message reappears.

Hm, inviting non-members to a workspace by at-mentioning them doesn't seem to work at all in prod in my testing. The mentioned users see the room in their LHN, but neither of them show up in the workspace's "members" list.

I agree that the observed behavior in this ticket is a bug, and that it is related to the updated whisper message, but I don't think it's actually worse than what happens in prod right now
